Since these pledges from international institutions don’t get to be distributed to affected families right away, the help from Filipinos themselves in the form of food, medicines, drinking water, etc. will help address the need for immediate relief. As each day passes, affected families need to go on with their lives. They need to eat, have some money to send their children to school, and money for other basic necessities,etc.

I might be wrong, but from what I know, this type of pledges doesn’t come in one-time-big-time. Unless the government can give a clear and doable strategy on how to use the fund to rehabilitate Guimaras, the aid won’t come in right away or in the full amount stated. This type of aid also has timelines. Which means that the appropriate portion of the amount comes in at a particular phase of the rehab program.

But it is good that you pointed this out. $16 million is a lot of money and if the Guimaras LGU cannot be transparent in disbursing this amount once their strategy is approved, then there has to be a way to audit the process.
